Waste Classification & Materials Management – Midlands

Infrastructure Project

Project Overview

Terra Environmental was appointed to provide waste classification and materials management support for an infrastructure project in the Midlands. The project required accurate classification of soils and materials to ensure compliant handling, disposal and reuse, while minimising environmental impact and unnecessary waste movements.

Our work focused on delivering clear, auditable assessments to support regulatory compliance and efficient site management.

The Challenge

The project involved large volumes of excavated material, with potential variability in soil quality and contamination levels. Accurate classification was required to determine whether materials could be reused on site or would require off-site disposal, in line with waste legislation and regulatory guidance.

Key challenges included:

  • Ensuring compliance with WM3 waste classification requirements

  • Identifying suitable opportunities for on-site material reuse

  • Managing waste efficiently while maintaining regulatory confidence

Our Solution

Terra Environmental delivered a structured waste classification and materials management approach aligned with recognised UK guidance.

Our scope included:

  • Review of site information and proposed earthworks

  • Development of a targeted sampling and analysis strategy

  • Chemical testing by UKAS-accredited laboratories

  • WM3 waste assessment and classification

  • Determination of hazardous and non-hazardous status

  • Advice on compliant reuse, haulage and disposal routes

  • Support with regulatory engagement where required

Where appropriate, materials management advice was provided in accordance with the CL:AIRE Definition of Waste: Development Industry Code of Practice (DoWCoP).

The Outcome

The waste classification and materials management strategy enabled compliant handling and reuse of site materials, reducing the need for off-site disposal and supporting efficient project delivery. Clear, auditable reporting provided confidence to regulators and project stakeholders that waste was managed in accordance with relevant legislation and guidance.

Project Benefits

  • Accurate, regulator-ready waste classification

  • Reduced unnecessary waste movement and disposal

  • Clear identification of compliant reuse opportunities

  • Practical, proportionate materials management approach
